Position Summary
The Interium Executive Director of Special Education provides support to principals and student services staff, as well as acting as a resource to parents, patrons, administration, and the School Board by following District, State, and Federal objectives at the direction of the superintendent.

Essential Duties
- Supervises the development and implementation of the District's Student Services programs, including Special Education, 504, Title I, and LAP, for the purpose of maintaining associated student records, preparing and submitting required reports for state and federal funding of special programs.
- Works cooperatively with the superintendent, district-level administrators, building administrators, and other departments for the purpose of developing and implementing programs and staff assignments.
Keeps informed of curricular developments and instructional techniques.
Schedules regular meetings for special education, student services and related staff.
Acts as a resource for principals, teachers, and staff as to legal procedures, current trends, philosophies, materials, and instructional strategies.
Assists in the implementation of professional development and workshop opportunities for teachers and paraeducators to meet the needs of at-risk and disabled students for the purpose of developing best practice instructional strategies.
Provides vision and leadership for disabled and at-risk students for the purpose of developing programs that lead to successful post-secondary environments through quality school and program transitions (Birth-22).
Attends meetings for the purpose of representing the District in designated professional organizations and committees.
Professionally interacts with students, parents, staff, and members of the public and develops/maintains effective working relationships with community agencies.
Title I and LAP responsibilities assigned.
Maintain a Section 504/ADA grievance procedure that provides for due process for use by students and staff; provide information about the availability and use of the grievance procedure and maintain a record of all grievance problems and solutions.
Develop a systematic procedure for monitoring compliance with Section 504, ADA, Title I, and LAP.
Disseminate information about student rights in relation to Section 504, ADA Title I, and LAP.
Facilitate meetings with the 504 team to determine appropriate placement and accommodations for students.
Effectively communicate accommodations with appropriate school and district staff.
Monitor students with a 504 plan to ensure compliance with plan and appropriateness of the plan.
Be knowledgeable of resources/information for assistance with LEA self-evaluation and remediation available from the Office for Civil Rights.
Disseminate facility accessibility information to students and staff.
Provide ongoing review of district bulletins, catalogs, Board of Education policies, counseling procedures, and administrative regulations and practices related to compliance with Section 504 and ADA and other related Student Services Programs.
Oversee Child find, out-of-district, early childhood (B-3) and transition programs.
Serve as the district homeless and foster care liaison.
Oversee the High Cap and ELL Director and students.
Oversee the Discovery Virtual School Special Education procedures and student intake.
Serve as the Crisis Response Team lead.
Serve as the MTSS Team Lead.
Serve as the civil rights and Title IX Compliance Officer.
Oversee attendance and the Community Engagement Board Court.- Oversee the threat assessment process
Responsibilities
- Define, delegate, and participate with the services of all Student Services staff members.
Facilitate a team approach with all programs providing student services and within student Individualized Education Plans.
Coordinate with the Executive Director of Finance to prepare and administer the annual department budget and exercise proper financial controls for Special Education, Title I, LAP, Highly Capable, Title II, Title IV, TPEP, and WA Kids.
Maintain compliance and submit Safety Net Grants as needed.
Establish and maintain a system for monitoring the effectiveness of program implementation to allow for continuous improvement and development.
Direct the development and revision of programs, policies and procedures to comply with federal, state, and local legislation and district policy.
Responsible for the maintenance and security of department records and reports.
Advise the Superintendent on all necessary matters of interest with regard to the operation of the department.
Prepare reports for federal, state and local regulatory agencies.
Maintenance and development of contractual services as needed for the department.
Maintain a high level of knowledge regarding developing special education issues, changes in the law and case law, and educational methods of educating students with disabilities for the purpose of maintaining and managing an excellent special services program
Staff Development
- Work with the Superintendent as needed to provide professional development for staff as deemed necessary.
Oversee the Foundational Course of Study and General Paraeducator Certificate professional development budget and training.
Work with the Superintendent and Executive Director of Human Resources to establish personnel needs as they relate to program development, specific building needs, and provision of equal opportunity across the district.
Coordinate and direct special services student placements within the students’ least restrictive environment, in addition to providing a smooth transition between elementary, middle, and high school.
Hire, lead, and evaluate: School Psychologists, Speech Language Pathologists, Occupational Therapists, Food Service Manager, Transportation Manager, Technology Manager, Educational Data Specialist, and Administrative Assistant.
Serve as special education representative to the Board of Directors, Office of Superintendent of Public Instruction, Education Service District 123, State Board of Education, Special Education Council, and the Washington Association of School Administrators.
Communicate and work with principals and directors to establish consistency in program goals within all of the school settings.
Advise on information and public relations needs for the special education services program.- Tasks and responsibilities as assigned by the Superintendent.
Requirements
Required Qualifications
Education: Master’s Degree in Educational Administration or related field
Certification/licensure: WA State K-12 Principal and or Program Administrator Certificate
Experience: Minimum of 5 years of successful teaching
Skills/knowledge: Ability to work with bargaining groups
Health & safety requirements (if applicable): Commitment to and continued evaluation of a safe learning and working environment for students and staff

Working Conditions
Environment: Primarily an indoor, climate-controlled office and school environment, with regular exposure to high-noise levels in hallways, cafeterias, and gymnasiums
Physical demands: Significant periods of walking, standing, and sitting, occasional lifting, climbing, bending, and stooping
Mental/Emotional Strain: High-stress, fast-paced environment requiring the ability to manage multiple, constant interruptions.
Schedule: Extended hours, including early mornings, evenings for meetings, and events
Interactions: Frequent, sometimes difficult, interactions with students, staff, parents, and community members

Salary & Benefits
Wage/salary range: $157,698-$168,293 Depending on experience
Benefits & other compensation: Association Memberships: The District will pay the membership dues to one state and one national professional association for each administrator.
Medical Insurance: Administrators are anticipated to work 630+ hours and will be eligible to participate in the State School Employees Benefits Board (SEBB) insurance program to include but is not limited to, medical, dental, vision, basic life, accidental death and dismemberment, and basic long-term disability. The District will provide the state funding allocation benefit for SEBB Insurance.
